Capacity Building Workshop On The Roles, Responsibilities And Functions (Scheme Of Service) For Works And Phisical Planning Department Staff

INTRODUCTION:

The Shama District Assembly as part of effort to streamline the activities of the Works and Physical Planning Department, organized a one (1) day orientation workshop to build the capacity of the officers on the roles, responsibilities and functions (scheme of service) of the two departments as specified in the Local Government Service Protocols.

EXPECTED TRAINING OUTCOME

It was expected that by the end of the training workshop staff would be abreast of the

  • The objectives, structure, functions and responsibilities and the structure of the works and physical plan. department
  • Job description and competencies/ skills of the two departments
  • Staffing requirements of the works and physical planning departments
  • Communication and Reporting relationship, among others

Methodology/Approaches

The approaches adopted for the orientation were presentation, questions and answers.   This was to ensure an effective transfer of practical knowledge to the participants to build their understanding and the application of the knowledge. The following approaches were extensively used by the facilitator during the training session:

  • Lead facilitation.
  • Personal knowledge and experience sharing.
  • PowerPoint Presentation, Discussion, Question and Answer Sections.

OPENING CEREMONY

The one day (1) programme opened with a prayer by Ms Aba Bedu Annan. This was followed by self-introduction by participants and Heads of Department/Unit. Mr. Richard Blevi , the District Co-ordinating Director (DCD) welcomed the lead facilitator, Engineer Baah from the Office of the Head of Local Government Service, for honouring the invitation  for the orientation workshop. 

He again welcomed some selected HOD’s present and the officers of both Works and Physical Planning Department.

He continued by commending the District HR Department for the organization of the orientation workshop. He urged the officers to exhibit professionalism and ensure co-operation for a successful workshop.

WORKSHOP PARTICIPATION

In all, thirty-two (32) staff took part in the two-day orientation workshop comprising twenty-seven (27) staff representing 84.4% male and five (5) representing 15.6% female staff.

PRESENTATION BY THE LEAD FACILITATOR (ENGINEER BAAH)

The Senior Engineer began his presentation by touching on the structure, vision and mission as well the as the key function of the local government service.

He continued by touching on the Act that established both the Works and physical planning department, that is the LG Act, 2016 (Act 936).

He further touched on the general functions of the two departments as well as communication and reporting relationships, with emphasis on the organogram of the departments/units under them (e.g. the building inspectorate, feeder roads etc.

He again touched on the job descriptions and competencies required by both departments to carry out their duties effectively.

QUESTIONS AND ANSWERS

  • On the issue of who is to write “stop work “ on structures, the senior engineer responded by saying,  that should be the work of the Works Department,
  • Again, on the question of who is responsible for the signing of temporal structure, the facilitator responded that, ideally, it should be the work of the works department, however there could be a collaboration between the two departments.
  • Concerning the inscription on structures, an officer wanted to know the specific name to be written, e.g.  PPD/Works department/SDA.   He responded by saying, for the purposes of uniformity, SDA should be used.

CLOSING REMARKS

The District Coordinating Director in his closing comments, thanked the facilitator for his wonderful delivery and wished him well as he returns to Accra, he again, commended the staff for participating in the workshop.
