In- House Workshop For Staff On The Local Government Protocols At The Church Of Pentecost –  Shama On Wednesday 31st May, 2023 by the Human Resource Department

A one-day workshop for the staff was organized by the Shama District Assembly. The workshop among other things, required to refresh participants on their respective professional areas and to equip them with knowledge on the Local Government Service Protocols. It was also to familiarize them with the demand of their roles and responsibilities; and requisite knowledge, skills and attitude needed for efficient and effective performance of their various duties at the local level.

EXPECTED TRAINING OUTPUT

It was expected that by the training workshop participants would be abreast with the

  • General Overview of the Local Government Service (Decentralization
  • Local Government Act, 2016
  • Local Government System (LGSC/OHLGS/MMDAs/Sub- Metro/ZUTA)
  • Legislative Structure/ Municipal Organogram
  •  Bureaucratic Structure/ Departmental Organogram
  • Assembly’s Profile, Vision, Mission, and Functions
  • Administrative Instructions and Reporting Relationships
  • Local Government Service Protocols
  • Departmental Core Mandates, Objectives, and Job purposes
  • Technical Structures and Organogram of the various department/units.

METHODOLOGY/ APPROACHES

The approaches adopted for the orientation were mainly discussions, questions and answers, with the facilitators making little use of the traditional lecturing approach. This was to ensure an effective transfer of practical knowledge to the participants to build their understanding and the application of the knowledge acquired.  The following approaches were extensively used by the facilitators during the training session:

  • Lead facilitation and plenary sessions.
  • Personal Knowledge and experience sharing.
  • PowerPoint Presentation, Discussion, Question and Answer Sections.

OPENING CEREMONY

The one (1) day workshop  began with a prayer by Ms. Alberta Bilson.  This was followed by self-introduction by participants and Heads of Department/Unit. Mr. Richard Blevi, the District Co-ordinating Director (DCD) welcomed the staff and the various Head of Department and commended the HR Department for the organization. The District Coordinating Director encouraged staff to exhibit professionalism in the discharge of their duties to help the Assembly attain its vision/mission statement. In summary, Mr. Blevi urged the staff to avail themselves of the advantages to derived from being in the service and to work hard to justify their postings to the Assembly.  

WORKSHOP PARTICIPATION

In all, one hundred and forty-eight (148) staff took part in the orientation workshop comprising sixty-one (61) females representing 41.21% whiles eighty-seven male representing 58.78%.

THE OVERVIEW OF LOCAL GOVERNMENT SERVICE:

The district Co-Ordinator took the participants through the general overview of Local Government Service, the Local Government Systems of the LGS/OHLGS/RCC/MMDA’s and Sub-Metros, Municipals and District. HE also educated them on the number of departments that have to be at the Metropolitan, Municipal and District levels.

PRESENTATIONS

Assistant Director II B

The Assistant Director II B took participants through the Assembly’s system touching on the structure and sub- structure, legislative structure and bureaucratic structure of the Assembly.

He also took the participants through the Assembly’s profile, vision and mission statement, functions, core values and challenges facing Assembly.

Human Resource Manager

The Snr.  Human Resource Manager in her presentation took the participants through the following:

  1. Administrative Instructions and Reporting Relationships
  2. The right channel of reporting
  3. The Local Government Service Protocols
  4. The code of Conduct
  5. Conditions of Service
  6. Scheme of Service
  7. Service Delivery Standards
  8. Performance Management Systems

She also touched on the  Specific Functions and Services Standards of the following department:

  • Finance
  • Agriculture
  • Environmental
  • Social Development
  • Procurement
  • Internal Audit

CLOSING REMARKS

The District Coordinating Director in his closing remarks commended the participants for participating in the workshop. He thanked both the participants and the presenters for their time and impact.  He was hopeful that the staff would apply the knowledge acquired for improved performance.

CONCLUSION

The workshop was generally successful and peaceful, the participants were excited about the knowledge acquired and its impact in the efficient discharge of their duties.
